The City Public Safety Budget should allocate 50% of its funds to the Police Department and 50% to the Fire Department. The 911 Call Center should be equally funded by the police and fire departments. If a call comes in for an actual crime in progress, the call should be expedited to the police department. However, if a call comes in reporting suspicious activity or a public disturbance. A 911 Triage Team should go and appraise the situation, before calling in the cavalry. I realize that my opponents will argue that it might delay the response time, but it’s better to arrive with the right equipment to do the job, than to try to fix a systemic problem with brute force—resulting in making matters worse for the whole community.
If a citizen is in distress, the call should be forwarded to the fire department. Whether it’s a fire in a building or the fire in my soul; the fire department has trucks and EMS personnel to address it. Fire fighters should be younger and stronger. However, police can be old and slow. The fireman is a lifesaver, the police are life destroyers, you can’t change that, no matter how much you wish you could. These public servants are trained to be specialists by instinct, they’re not generalist. In a high stress environment, you can’t expect them to metamorphosis into multi-purpose tools. How Corruption Affects Everybody: The executives at the top of an Institution—whether it be a country club or a nation—have a disproportionate level of influence over their subordinates. Those further down in the organizational chart look to their leaders for guidance on what is and isn’t acceptable and mimic their good or bad behaviors. Having your actions play out publicly—in social media or the news—is a huge responsibility, and regrettably too many officials don’t take this responsibility seriously. The outcome can be more devastating than most organizations realize. At best, these leaders improve their organization’s core values. At worst, they set an example that some of the worst habits will be tolerated and possibly even rewarded.
